Sagely Blue Dragonscales are a type of rare resource that can be used to craft Shaoran, Sage of the Eastern Ranges at the Forbidden Workbench. They drop rarely from killing any enemy in the Forbidden Spires biome. It is also given as a final reward for completing the Remembrance of Reng Golden Thread questline.
